Two months before a major regulated market’s financial risk assessment framework is due to go live, the industry coalition and racing stakeholders have escalated their opposition to government level. The regulator has not moved on the thresholds. Operator product teams are building.

The debate about whether the checks will be frictionless in practice is genuine, and unresolved. Evidence from pilot programmes run in the preceding year produced mixed results: dropout rates varied significantly by customer type, deposit pattern, and how the check was presented. The diversion risk, the argument that customers unwilling to share financial information will move to unlicensed platforms, is real in some segments and not in others. The authority’s assertion that frictionless implementation limits that risk has not been independently validated at scale.

What is not in dispute is the implementation timeline. Operators who have not yet built compliant financial assessment flows, querying credit reference agencies without requiring document upload, are now running late. The commercial cost of a poorly built check process is not theoretical. A check that generates friction in a customer segment the regulator considers low-risk creates churn that the regulator will point to as a design failure, not a policy failure.

The responsible gambling debate will continue after May. The product and technology delivery question has a harder deadline.
